From what he said, it sounds like the Post has just woken up to a problem facing a lot of companies. With the pandemic meaning you can't go anywhere, employees aren't taking their holiday entitlement, so the companies are now forcing them to take time off, so they (the companies) do not have a problem that everyone books the same three months off as soon as the world reopens.
So I expect what we are seeing is TC covering two or three colleagues who have been forced to use up some of their holiday entitlement.
