Posted on twitter by Jason Haddigan ,  who went to jail for changing betting slips after the result , so that's not a promising start
https://geezerzone.co.uk/betting-syndicate
Syndicate Rules:

MEMBERSHIP COSTS - £1,000 per year

This is a professional betting opportunity, we regularly receive tips from our sources who work in the racing industry and who provide us with insider knowledge about the current form of the trainers, the horses and the jockeys.

Our syndicate is currently returning an 18% profit (Money paid to members monthly) from the successful bets placed. You will be required to top up your betting account and must start with a minimum £5,000.00 (Sterling) in the syndicate account.

Our syndicate uses a bespoke (Arbitrage) software program that has been developed to generate the optimum time to place the bet on a specific race. The software is so advanced it can predict the break even point and the odds required to make profit from the race. as an example: when the odds are calculated at the point where it is impossible to lose money on the bet (break even), the bet is placed at that time to gain the most favourable odds, which inevitably move before the off.

We do not stake everything on one horse or one race, typically we might place one bet per week depending on the information we are given.

As a professional syndicate, we use the collectives money in order to maintain stability and profitability. By using the collectives money, we ensure that everyone is a part of the success story not just a few.

For each bet that is placed and won, you will be charged a success rate of 10% of the return.

(Example) if we use £500 of your investment to lay a large cumulative bet and that bet wins at say 3/1 your £500 of that bet would be worth £2,000.00 and we would take £200 commission as our success fee and the remainder added back to your account.

The success fee enables us to continue growing the profit and the returns that we want to pay back to you the member.

As part of the syndicate you will be invited to the stables to see the horse/s in training, you and your guests will be invited to the race tracks where the horse/s have been selected to run and we will give you the nod as to the chances of success on any particular day so you can support your horse in those races.

This is a limited opportunity restricted to members only. All syndicate members will have to prove their identity and will be given their own individual password and membership card.

This is a long term project where a significant amount of money can be made and profits are paid back to the member each month.  As part of the Syndicate membership, you agree to pay a membership fee for a minimum of three years from the date at which you sign the membership agreement and your betting account should be credited with the minimum amount of £5,000.00 within five days.

Your betting account can be closed at anytime after the initial 12 month period, no refunds of membership fees will be payable in any circumstance and administration charges will apply to those closing their betting account before the passing of three years.

These are the terms to which you as a member will agree to be bound by and we will honour the same.

..intresting what the GC thought about the previous " syndicate " going bust...

The view at the Commission seems to be that a bet is only a bet if the customer has some say in the selections. If you choose instead to give money to a syndicate which picks the horses on your behalf, that counts as an investment (which would, presumably, be the responsibility of the Financial Conduct Authority).

Glasgow, you are correct. This would be deemed by FCA to be a collective investment and all collective investments have to be regulated by the FCA. However, the FCA does not regulate gambling!
