i keep getting a 403 error on the screen

Which website are you trying to access?
403 error - is not, usually, your laptop or computer that is at fault ..
It is the link/access to the website - or website page - that you are trying to view ...
- as in the now often 403 ERROR on some Horse FORM pages on racingpost.com - that being problem/issue at THEIR end

Try this solves lots of connection problems. Other way to release and renew ip address is Click on Start -> Settings -> Control Panel -> Network Connections -> Right Click Local Area Connection and select repair (This will release and renew your ip address).
