Thought it was so that they can change the course From Chases to Hurdles - both being Portable.
Every meeting starts with Chases and then changes to Hurdles.
Presumably they do not consider the 20 minutes after the last Chase is run as sufficient time to BOTH REMOVE the Fences AND put the Hurdles in placed - But -
There is time to just Remove the Fences... Run a Bumper ... then put the Hurles in place.
