They are sprinters raring to go in the stalls, he either lets them go, or he takes it out, when the jockey shouts at him to let them go, he is right to let them go. Those behind the stalls should have alerted Adam or the starter, the horses leg was not on the ground. Not the starters fault at all. A few to blame, but the starter is not one of them.

I think the starter's priority was to get Harry Angel and his jockey out of a dangerous situation the quickest way possible.

If they had been in the stalls a few seconds longer there could have been serious injury to one or both of them.
