Why do some jockey,s whip horses that can not run fast enough

if a horse hits a fence you will see a jockey giving the horse a smack of the whip,if you ask the jockey why he did this the reply is always the same="i wanted to keep him up to his work".Now i think if a horse hits a fence he should be given time to recover and the last thing to do would be to whip him,but we see it happen every day ,and nobody says nothing about it.And its the same jockeys that do this ,time and time again.

it would be nice if a jockey came on the forum and explained to the average punter about the use of a whip,because its happening every day and nobody sees it,because we are all focused on the outcome of a race.but some horses at the back of the field are getting a whip battering as the front runners are crossing the winning line and the sad thing is that nobody is doing anything about it.
