Moving The Jersey is akin to treason, off with his head

What exactly is meant by the comment that the 5th rate of the card is the most betting friendly ? I have a suspicion it is implying that by that time in the afternoon the crowd will have reached peak alcohol level ( and the fighting won't have started in earnest) and will therefore bet with abandon on the big field handicap. Hope I'm wrong in my supposition but clarification would be gratefully received.

Agree I prefer the Jersey to be 1st race. I like to leave after the 5th so as to get on the train before you have to queue
