usually happens when all the public are on.Stewards need investigation.Also reared up in stalls a second before the off.

Think they were a little hard done by myself. Horse was rearing in stalls and was still up in the air when the starter let them go. Personally don't think he should have let them go when he did and it lost any chance in doing so.
