How has this been declared a non-runner? Has there been a rule change?

I think there is previous for a horse been declared a non runner when the stall didn't open rather than voiding the entire race.

THE mintbet.com THE HOME OF REFRESHING ODDS CLAIMING STAKES (CLASS 5)

Permission was given for PORT LAIRGE to go early to post.

An enquiry was held into the start and the possible withdrawal of ROZY BOYS, ridden by Jack Garritty. The rider and the Starter were interviewed and shown recordings of the start. It was found that ROZY BOYS was not deemed to have started because as the gelding became unruly in the stalls, Garritty had positioned his weight on the stalls framework and was not in the saddle as the start was effected. ROZY BOYS was withdrawn.

There's no such thing, either it was withdrawn or it counts as a runner

Otherwise how many installs non-runners could be possible!

Non runner at the 7furlong pole next then?

I've lost some poxy backs in the past on those that refused to start - then this one gets called a non-runner by erm...no-one, at the last second under orders?

No chance.

there was a 5f race a few years ago , the horse bustout of the stalls a fraction of a second too early, led all the way and won , result stood
stewards never surprised me after that

Rozy Boys was retrospectively withdrawn from the claimer by the stewards after rocking back in the stalls and unseating Jack Garritty at the start. The 11-2 chance was deemed a non-runner and bets on winner Mujassam were levied a 15p in the pound deduction. This was probably the right decision although it may be a first.

just wait till the next one does it and is deemed a runner
