I didn't see this live but saw that 2 runners were withdrawn at the start and she only pulled the blindfold off once the race had started.
So the stalls had already opened before she pulled it off, yet even if she had somehow got sidetracked due to any delay in loading up and overlooked her horse was wearing a blindfold (which seems unlikely) the starter still shouldn't be letting them go (and especially at the minimum trip) until he had seen her pull the blind off.
Assuming he had given the orders to remove the blindfold (and it looks as though he only had to wait for one jockey to do so) then why let them go unless he has seen that jockey do so, or did he forget to give the order due to what I assume was a delay?

there is no order to remove blinds, there should be one, blinds off ready go makes senses, maybe some starters say something but no official order to remove..open to correction as always of course
