If you mean the guy in the woolly hat with his note book and glasses then he's actually allowed to be there.
He works for a major thoroughbred publishing company.
Cant remember which company but Ive seen him all over the place and once asked him what he was doing.
My missus like to see if she can spot him, playing a 'wheres wally (woolly hat man)' game.

Now youve seen him, youll spot him everywhere.

Costly amusing story yesterday Newmarket ,1st race, went to paddock, number 7 came passed very poor coat sweating edgy, looked at race card Jayadil, rushed back to ring, everyone 3/1, peanuts on exchanges to lay 30 mins to go, straight up 4/1, took a nice few hundred went 9/2, started to drift on exchanges ,5.8 pleased with myself, another paddock watcher returned 10 mins to off, "did you see state of Jayadil " reply , "scrubbed it initially, but then they switched arm numbers with other balding horse number 11, after about 2 mins, result no.7 first 3/1fav, no. 11 tailed off last. Talk about smart arse
