When there is a stewards enquiry, is the weigh in done before or after the stewards takes place?

before..went they go back into racecourse..but stewards dont announce the 'weighed in' till after inq is finished.

Except that they did announce 'Weighed-In' early - but, erroneously - with the Speculative Bid (left in Stalls) fiasco at Ascot.
