Can owners register the same horse in loads of different races on the same card then decide at the last minute which one to race?

There are unlikely to be races on the same card that are suitable and they can make many entries(owners pay-as with travel costs etc) but the 24 hour declarations I don`t think can clash so there may be horses declared a couple of days together but if declared for the first race they have to run unless there is a good reason not to and cannot duck it to run a day later on a whim.
