Do the Irish rules mean he is ok as the Irish stewards can only reverse if he stopped the 2nd for winning which clearly he didn't?

Golden horn could of ended up the other side of the track if it hadn,t connected with free eagle ,that bump stopped it,s swerve , carried on edging that way after the coming together too
