Isn't it about time the starter calls for the removing of blinds and then lets the horses go when they are all off.

You could tell he was going to be late with the blind looking at his body psoition and readiness in the stalls. Must have forgotten where he was for a minute. Maybe just some honest daydreaming. We've all done it at some time at work.

Simple answer should be that a jockey gets a ban if he fails to remove a blindfold in time when the stalls open. It's a form of 'careless riding' or not 'making enough effort to obtain the best possible position'. Obviously if a horse rears up or there are other extenuating circumstances a ban wouldn't apply.
