People betting on it daily are just as culpable imop. Always reminds me of smokers. They know what the end result is gonna be but just cant/wont stop.
The main problem with it, is holding the lowest quality racing on the surface. Loads more b3nt racing. 
If we had an AW track at Newmarket, the quality of racing might be a fair bit better.
