The terror-linked brother-in-law of billionaire Dubai leader Sheikh Mohammed Bin Rashid Al Makhtoum has been granted the right to live in the UK despite earlier being branded a risk to national security.
The Moroccan-born 56-year-old holds joint French and Algerian nationality but is married to a British woman. However, he was excluded from the country on August 25, 2005 as he represented 'a sufficiently serious threat' to public safety.
The father-of-eight, known only as ZZ, previously admitted having sympathy for banned Algerian terror group the GIA and was also linked to hate-preacher Abu Qatada, used the Human Rights Act to overturn a decision banning him from the UK.

According to judgement from the Special Immigration Appeals Commission, ZZ 'was not frank' about trips he made to the continent as a GIA activist.
The report said: 'Until at least 1996, the appellant maintained an association with Abu Qatada , including reasonably close contact , and at least some sympathy of ideas. He as not frank about this.'
The tribunal found that ZZ 'was on more than one occasion in a position to obtain weapons, which would have been obtained for use in an Islamist extremist context.'

However, despite the adverse findings, the tribunal ruled that it was no longer 'imperative for national security' that ZZ should be excluded from the United Kingdom.
The tribunal said it was 'unlikely' that ZZ had any active role in an Islamist organisation since 1996.
According to evidence submitted to the appeal, ZZ was related by marriage to Sheikh Mohammed Bin Rashid Al Makhtoum, the ruler of Dubai. The tribunal said ZZ's sister was the source of 'large balances in his bank accounts during the mid 1990s'.
There is no suggestion that the sheikh was aware of the payments or of ZZ's past sympathies. 
In an interview with police, ZZ admitted that he 'initially sympathised with the GIA' but officers were concerned by his 'ability to dissimulate' when he failed to admit receiving funding from Sheikh Mohammed claiming, 'he had once seen the Sheikh at a distance but did not have anything to do with him'. Officers questioned ZZ directly about his link to Sheikh Mohammed, but he failed to mention that he was the Dubai leader's brother-in-law.

The tribunal heard that ZZ tried to enter the UK in 2009 using a fake €500 Belgian passport bought from a man in Paris. 
Tory MP Peter Bone told The Sun: 'We cannot let potential terrorists in because they're married with children. It beggar's belief.'
However, Prime Minister David Cameron has vowed to seek changes in the European Convention on Human Rights to prevent criminals and terror suspects from remaining in the UK.
No specific measures were mentioned in the recent Queen's speech, but he said: 'We are very clear about what we want which is British judges making decisions in British courts,
'Our plans set out in our manifesto don't involve us leaving the European Convention on Human Rights but let's be absolutely clear, if we can't achieve what we need ... I rule out nothing in getting that done.'
Mr Cameron said the problem of foreign criminals citing their convention right to a family life to avoid deportation from Britain despite repeated offences 'needs to change'.
The European Convention on Human Rights, drawn up after World War Two in response to Nazism and Stalinism and ratified by Britain in 1951, was incorporated into domestic law with the introduction of the Human Rights Act in 1998.
The Conservatives have pledged to scrap that act and replace it with a British Bill of Rights, although they have yet to provide details of how they would do that.

Interesting one this.  Assuming the story to be true, ZZ is (or was) married to one of Sheikh Mo's sisters (bint Rashid) and his reported age would fit with this. The other possibility is that zz is the brother of one of Sheikh Mo's wives. We can probably rule out the Jordanian angle (Haya) and being a brother of Wife One (Hind) would put him fairly close to Sheikh Mo.  All very interesting. More details to come I guess.

Our Government, like the BHA will bend over backwards in the face of UAE money, so nothing surprises here.
