For every back there is a Layer - of course.

More often than not - there would be several (more) smaller  Backers than Layers -

- With one, or in this instance probably  two, (one at 28.0 the other at 60.0)  Layers who 'Hoover' up the lot

Conkian?????? Chris Hayes is far from weak.............. if you re-watch the horse he was riding previous races you will see the horse does very little in the closing stages.
