As amateurish as it gets.  You can't come under starters orders if he doesnt see you.  If he pings the stalls without one loaded, its a NR.  See no difference here.

So imagine the scenario that he does eventually get going albeit 40 lengths behind and goes on and wins or gets a place, is it still deemed to be a non runner? Improbable of course but to my eyes it's a runner.

I didnt back it nor did i lay it, far too high a price for me to be a layer also we all know the rules of racing, you places your bet you takes your chance, i've backed many in the past that have refused to race and ive done me doe and i will do it again, BUT all them that got all that money from bsp to 1000 how can you sleep at night knowing your a thief? Thats what makes me feel angry about situations like these!

I'm not one to call every horse that doesn't start a non-runner but surely that should've been deemed such. The starter clearly didn't spot him until after he raised the flag. The horse was nowhere near the others and I know, everyone knows and the starter knows the thoughts that went through his head at that time............ "Oh F**k" He should've had the decency to put his hands up, admit his mistake and call Grand Gesture a non-runner.

& I didn't even back the horse!

When the starter dropped the flag, Grand Jesture had 1 man stood in front of him. The next second another man ran towards him. Given that situation the horse is not going to run forwards.

I think they still intended running the horse as they were annoyed that the starter let the field go before they had led the horse in, so I don't agree that the horse was being held back, but at the same time, it clearly never took any part in the race and was probably declared a runner just to pretend that the starter knew what he was doing, as racing regularly closes ranks after a coc up like this. 

It should definitely be a non runner as it was given no chance to run because of a pathetic starter.

The horse was being held at a distance from the field - the handler is standing in front of the horse - By any understanding of the rules of fair play the horse should be deemed a non-runner - how can it not be when the horse is being hampered by an outside force - Anyone with big money on sue the course officials - cant see how you can lose - again!

agreed the handler should have been moving the horse forward when he saw the rest of the field walk towards the tape so that did look a bit strange that he wasn't leading the horse in at that stage.

Believe william hills offered a "free bet" over this incident ,with laddies+365 doing similar would suggest BEFORE and after this episode ,that online/phone gamblers use them
for the majority of their bets .

Indeed, but some of them are far too arrogant to allow that to happen. The BHA quick to blame jockeys for messing up starts, but some of these starters seem to get a free pass. The one at Southwell last Friday is one that springs to mind, one race in particular where he lets them go whilst they're spread all over the track, and one almost stood sideways.
