Did not apply to all accounts . Initially I was told on the phone that my account qualified for the offer , but an e-mail response to my query confirmed I could not avail of the offer .

By my reckoning "tagged accounts" such as mine should generate screens which do not contain spurious offers . But that would require control and legislation which nobody seems interested in . But the legislators will be looking for our votes soon , time to call in the good old British "lobby" system  ( which is pretty usless except in the other direction --remember the tobacco lobby ? ) .

It does not need legislation or even regulation. Enlightened self-interest should be enough to persuade bookies not to spam customers with offers for which they are not eligible. Perhaps, to paraphrase Peter Cook, the exams for running international betting companies are not very vigorous.
