4. If using Internet Explorer - You should NOT be on Betfair
5. LEAVE the Time lapse/Refresh setting at the DEFAULT 1000.

I use Bet Angel, but there's Geek's Toy, Gruss and many others.
Be warned though: I would advise using them in practice mode for a while as it can prove very costly if you not 100% what you're doing.

A Betfair Refresh Script was written by the same people who wrote the Gruss Software product as a means of getting automatic Betfair price updates on your screen. By default, Betfair only refreshes price information automatically on your screen once every 30 seconds. The Gruss Betfair Refresh Script allows you to set your own automatic refresh period for price information.

The (via Display Options) in-play 1s refresh on the new site is misnamed - it comes on 30 mins before the off. Works on Football and Tennis too I think.
