Regarding Chelmsford City race at 8.10 pm. Since there was a non-runner the race was reduced to 7 participants, which is why only the first two horses qualified for 'To be placed' market. For similar queries following information may be helpful:
3-7 horses participating: 2 to be placed. 8-15 horses participating: 3 to be placed. 16 -horses participating: 4 to be placed.

fmear came out the day prior, before betfar would have loaded the market, it was suspended from running by the bha, so only 7 were in the market from it's start hence 2 places

BF have always (well, all the 4+ years I've been on here) set the place terms according to the number of runners in the market at the time that it is loaded.
