Expats living in Cyprus, France, Gibraltar, Greece, Malta, Portugal, and Spain can't claim and won't be paid winter fuel payment from 2015.

I have been entitled to this payment this past 5 years and each year my mrs presents the same case for keeping it, last night I lost again.
