Why are vets allowed to put substances into your racehorses without knowing what that substance is?

Would you be willing to allow independent testers to regularly test all your horse including when in Dubai?

Zarroni claims he was unaware that using steroids out of training was against the rules.
This suggests he has been using since he began training here as it can only improve a horses fitness levels, why would he not use them on
a regular basis.
Therefore I would ask, which horses have been 'injected' by him since he began training?
Should those horses be disqualified retrospectively.
