BHA statement regarding suspension of 15 Godolphin horses in the care of Mahmood Al Zarooni


Jamie Stier, Director of Raceday Operations and Regulation for the British Horseracing Authority (BHA), said:

"The BHA has today informed Godolphin, the owners of the horses in question, that the 15 horses known to have been administered with either Ethylestranol or Stanozolol have been suspended from running in races for a period of six months, with effect from Tuesday 9th April 2013.

"The length of suspension reflects the period beyond which the BHA is confident that the horses in question can have derived no performance related benefit from the administration of these prohibited substances.

The decision regarding the suspension was made by the BHA, not by the Disciplinary Panel who are hearing the enquiry. The enquiry started as scheduled at 2.30pm.


Notes to Editors:


1. This suspension has been imposed by the BHA and is separate from the Disciplinary Panel hearing involving Mahmood Al Zarooni.

2. The suspension relates to the following horses:

ARTIGIANO (USA)
BATHRAT AMAL (JPN)
CERTIFY (USA)

DESERT BLOSSOM (IRE)
FAIR HILL

The following note should be read by all media intending to base themselves at BHA Head Office for the Mahmood Al Zarooni hearing on today.

The hearing will commence at 2:30pm at 75 High Holborn, London, WC1V 6LS. The hearing will not be open to the media. It is impossible for us to specify when the attendees to the hearing will be arriving at the building.

Camera crews are informed that there can be no waiting or filming in the building lobby. All media wishing to wait for arrival of the hearing's attendees must wait on the pavement outside. There is not a great deal of room, but please do not obstruct the doors of the building and ensure there is room on the pavement for pedestrians.

From 2pm onwards the first floor meeting rooms of 75 High Holborn will be opened for media to use as a base for the afternoon, with wireless internet access. Please note no filming is permitted within the building except at the allocated press briefing. Please remain in the meeting rooms and not in the reception area.

There is a possibility that the hearing will conclude this afternoon and a decision and penalty obtained. If this is the case the BHA will publish the result, and then at the earliest opportunity hold two separate press briefings, as follows.

The first of these briefings will be for broadcast media only. The briefing will begin with an introductory note from Paul Bittar followed by the opportunity for a Q&A. Please note that we will not be able to carry out individual broadcast interviews and as such all broadcast footage must be ascertained from this briefing.

The second briefing is then open to all media and will follow immediately after the broadcast media. However, filming will not be permitted in this briefing.

Attending both briefings will be:

•Paul Bittar (Chief Executive, BHA)
•Jamie Stier (Director of Raceday Operations and Regulation, BHA)
•Adam Brickell (Director of Integrity, Legal and Risk, BHA)
•Simon Crisford (Racing Manager, Godolphin)


An official statement will also be published, this will be distributed to all media present at the building before the start of the first briefing. It will be published to wider media after the second briefing has begun.

If the hearing does not conclude on the day then this process will be repeated but at a date when the result and penalty will be published. BHA will give media a guideline as to when this date is expected to be, but could be the following day.

All media enquiries should be directed to Robin Mounsey (details as below) but only if the issue is not covered directly by the above note. We request that you do not call throughout the day requesting updates on timing as it will be impossible to provide any form of update once the hearing is in progress. We will inform the media the moment the hearing has concluded and a result can be expected.

It is possible that media will be required to leave the building at 7:15pm owing to our tenancy agreement, and as such media should locate an alternative venue from which to work at this time. We apologise for this, but it is a legal requirement.

As racing manager since Godolphin’s inception, Simon Crisford has played a key role in the stable’s remarkable development and success.

In addition to working as racing manager, he also carries out duties similar to those of any chief executive of a major company – he ensures the smooth running of the entire Godolphin operation.

His Highness Sheikh Mohammed is the driving force behind Godolphin and sets the overall vision for the stable. It is Simon Crisford’s job to see that these plans are implemented and to offer advice and recommendations when required.

Managing the stable can be a complex task, given that Godolphin could have horses being prepared for big races on several continents at the same time. It involves regular liaison not only with H.H. Sheikh Mohammed but with Godolphin’s trainers, retained jockeys, work riders, and other senior members of staff.

Possible acquisitions by Godolphin fall under Simon Crisford’s scrutiny and he is responsible for the management of each horse’s career from the moment it joins us until it leaves the international stable. He watches the horses train every day and, when not at the races, is usually on hand to check on the horses in the afternoons as well. Any problems are discussed with vets and other expert members of the team

It seems clear that a few racing professionals have been suspicious for some time. Paul  Cole has been particularly outspoken. The observations on his website are forthright to say the least. A few tweets from others are also casting doubts on the integrity of those involved beyond the trainer

Statement from BHA Chief Executive Paul Bittar regarding today's Disciplinary proceedings involving Mahmood Al Zarooni

“We believe that it is recognised by all who follow our sport that the circumstances in this particular case are exceptional, not only on account of the profile of the owner in question, but also the number and calibre of the horses involved. However, we also believe the outcome is an endorsement for the effectiveness of British Racing's dope testing programme.

“On April 9th representatives of the BHA visited the yard of Mahmood Al Zarooni and took samples from 45 horses as part of our testing in training sampling programme. As soon as the nature and number of positives became apparent, we recognised that there were a number of challenges for the sport and the BHA, initially in the very short term.

“The first and immediate priority was to establish the facts as to how the prohibited substances came to be present in the horses’ samples. Secondly, in view of the potential repercussions for the sport and the profile of the races for which some of the horses held entries, it was in the public’s interest, as well as that of BHA and Godolphin, to progress the Disciplinary procedures as quickly as possible.

“Both of these objectives have now been met and I would like to publicly thank the staff at the BHA and the team at HFL Sport Science who have worked around the clock on the case to achieve the outcome of today’s Disciplinary Panel hearing. This rapid resolution would also not have been possible without the full cooperation of Godolphin and Sheikh Mohammed.

“The relevant Rules in this case are explicit in that the use of anabolic steroids in horses in the care of a licensed trainer is prohibited and that strict liability for everything administered to horses while they are in training lies with the trainer. The BHA’s investigation has established that the substances in question were administered on the instruction of Mahmood Al Zarooni. The full details of this will be formally addressed in the Disciplinary Panel’s findings, to be published in due course and once they are available.

“We believe that the XXX YEAR disqualification issued to Mahmood Al Zarooni by the Disciplinary Panel, together with the six month racing restriction placed on the horses in question by the BHA, will serve to reassure the public, and the sport’s participants, that use of performance-enhancing substances in British Racing will not be tolerated and that the sport has in place a robust and effective anti-doping and medication control programme.

“The next objective for BHA is to take the necessary steps to ensure that overall confidence in the integrity of the sport is not at risk. We welcome the proactive response of Godolphin and Sheikh Mohammed in announcing their intention to review the procedures of this stable and the need to ensure that all horses formerly trained by Mahmood Al Zarooni are tested and cleared before they race again.

“The BHA will conduct the testing of the horses with the analytical work being carried out by HFL Sport Science. Godolphin have stated they will cooperate fully with this process. In addition, we will also provide advice to Godolphin of necessary changes to its procedures and controls where appropriate, and this will be supported by Godolphin’s own review.

“Naturally, the BHA will itself consider the wider issues raised by this matter and we will seek to ascertain and collate all other relevant information including where necessary interviewing other employees or contractors of Godolphin. As we do in all cases, as part of an ongoing process we will identify further areas for consideration which could be incorporated from this into our future sampling strategy.

“Finally, this case has served to highlight something that we were already aware of, in that there are inconsistencies across international racing jurisdictions regarding what substances are permitted to be used in training. While around the world, horseracing bodies quite rightly adopt a zero tolerance policy to the presence of anabolic steroids when carrying out post-race testing, the approach is not so consistent for horses in training.

“In an age of increasing international travel and competition we will put the subject on the agenda for discussion with our international colleagues.”

That must be the most stupid comment so far, it even beat Al Zarooni when he bizzarrely said he did not realise he had done anything wrong.

think Sheikh Mo should wash his hands of Al Zarooni and Crisford, it would be a catastrophic error  to stick with them after this, and the damage to Godolphin and to racing generally is irredeemably tarnished.

Zarooni wanting to be in the sheikhs good books and actually train him a derby winner.... so he took it upon himself to sted the horses up and tell nobody, knows a bloke who works as an assistant vet who didnt have to know what was in the doses... case closed. They are the facts brought by the case... THE END.

"Anabolic steroids are allowed to be used in the UAE if horses are not in training and are recovering from problems such as colic surgery or serious fractures to combat muscle wastage. Racehorses must then come to race day trace-free."

A class-action suit was filed against him in the US state of Florida. However, in 2006, American lawyers representing the UAE raised a motion to dismiss the lawsuit, not on its substance but on the grounds that none of the involved parties resided in the U.S. In July 2007, judge Cecilia Altonaga accepted the motion and dismissed the suit.
