Are the BHA and Irish Turf Club trying to sabotage each others share of the market?

Constant clashing of UK and Irish races - 2 staying handicap chases being put on at the same time as the Punchestown Gold Cup for example.
Irish meetings being rescheduled with start times that appear to be designed to create as many clashes as possible.
BHA scheduling a large number of jumps meetings in the UK during Punchestown week, a move that (designed or not) will cause maximum raceclashery and inconvenience to punters and racing fans.
I used to think they were just inept and inflexible but now I am starting to believe they are doing it on purpose.
