Is this a GC dept or a Jockey Club hit squad or neither?

Also, if they can dictate terms to licensed bookmakers on the hill, why cant they do the same in the ring?

dont see why not , bookmakers are betting on private property the the course has every right to dictate the term bookmakers bet to.

Neither. They are contracted by the racecourses.

I presume that they can do this for the hill at Epsom because the pitches are sold by auction on an annual basis therefore the terms of the contract are known before you bid.

I suspect that it wouldn't be as easy with other pitches as they would need to alter the terms of existing contracts which would not be anywhere near as straightforward.

It might well be, but its a bit late now.  My contract lasts for 40 years I think - and it's not mentioned, so they'd find it hard to enforce it on me.  (Not that I'm against it mind)
