Don't make sense to me. The winner still keeps the race even tough according to the new rules cheating took place. These rules are a joke. Going to be all sorts of fun come the big races/meets where the owners are going to compensate the jockeys for breaking the rules so they can pick up the big cheques.

They will put up little used jockeys or ones about to go on holiday on their gambles so the bans don't hurt.
