HOW WOULD YOU TWEAK THE WHIP RULES SUGGESTIONS PLEASE

i have read many posts but not many suggestions on how to fix the dispute so here are some of my ideas   11 strike for flat races ( think the 7 strike number is to low) also 11 for jumps racing with the count resetting to 11 every time you pass the winning post(enabling the jockey to get those lazy ones going on the first circuit and still be able to ride a decent finish)  or for a more complicated system  5f and  6f races 6 strikes   7f 8f 9f 7strikes 10f 11f 12f 9strikes  1m 5f and more 11 strikes a similar system could be developed for jump racing
ps i know some courses finishing lines are up a chute but i am sure some point could be
agreed
i think the penalties should remain as they are as i see the 7 and 8 strikes the wrong numbers for all races
