...within say the next month there are no jockeys brought to book having finished down the field.

I'm not convinced that the stewards are looking at every single ride, counting every stroke, and suspect that their only concern are those horses that finish close to the places.

If I'm shown to be correct then surely it brings into disrepute the whip quota  per se and proves that policing of the rules is not being properly adhered to in respect of the so-called welfare of all horses.

Who has the job of counting the whip strikes and do they review every ride in every race and how many race video reviews do they perform to ensure they are doing it accurately.

Incidentally, I'm not in favour of the BHA dictating the number of strikes whatsoever because I believe this should be the responsibility of each meeting's stewards  to determine whether or not there has been any whip abuse, depending on the type of race and prevailing circumstances and conditions on the day.

Excellent points.
Can't for the life of me understand why this was not trialled on the AW during the winter ...all the angles could have been explored and tweaked out of the glare of the media and associated 'rights' maniacs.
The sheer stupidity of bureaucracies and quangos never ceases to amaze.

So in a 20 Runner Novice Hurdle they've got to watch each runner to see whether

A- They are trying
B- They are trying too Hard
C- They are pretending to try with Air Shots
D- They are pretending that they're Air Shots when they are not
E- They are pretending to be hold the rein's
F- They are pretending not to strangle the Horse

Should be kept Busy thenPlain

it should be possible to incorporate a digital numbering device in the whip itself
every time the whip contacts the horse's ars e a number clicks over
if the stewards suspect the legal number may have been exceeded they can inspect the jockeys whip

Good point...

Read William Buick's quote: I'd rather finish 2nd that get banned.

surely with jockeys thinking that then it brings the question of not riding out into play big time. how can a racing association run races where its perfectly okay for horses not to run on their merits!!!!!! Its shocking.

Yes zilzal, it would seem that if the powers that be are truly earnest in wanting to reduce 'whip abuse' for all horses in every race and insistent upon bringing about behavioural change amongst jockeys then they have to run a slide-rule over every single ride in every single race.

An impossibility from the outset which is why I am advocating Stewards being given the authority to form their own judgements on the severity of rides without interference from the suits in Old Holborn.

This would not only remove the flak from the BHA but would put the onus on local stewards to use their own discretion. If they, or the stipendiary steward make a glaring omission relating to a 'cruel' ride then there could be a mechanism for any lay observer to submit a complaint to the BHA.
