Their website used to detail the procedure and contact address.  This now says "The regulation of the gambling industry in Gibraltar no longer falls under the remit of the Gibraltar Regulatory Authority." and that the website will no longer be maintained.  The Gibraltar ministry of finance are apparently the new regulators.  They don't have any complaint procedure.  Obviously Gibraltar were getting fed up with gamblers being confused by the word "Regulatory" and assuming that something would be done if they complained.  The new relationship is designed to clarify the relationship ie gaming companies pay the ministry of finance licence fees and errrrr thats it basically.

So in effect as long as the bookie pays the Ministry of Finance, they can operate from the Rock and do as they like as long as they do not break the law.
The only checks and balances will be punters not using the bookie/exchange.
