David Muir of the RSPCA said the whip itself should not be considered a welfare issueand that more should have been done to inform the public that its FOAM-PADDEDmodification is a huge step forward.
They bowed to perception, when perception is often an ill-informed view,as in this case.Perception is just that, not fact.
The BHA are guilty of not mounting a strong PR exercise to inform the media and public as to the true facts, which they clearly neglected to do.Resignations should follow,as this was total incompetence on their part,as was the bans and forfeiting of riding fees and share of prize money.

You have to wonder whether the BHA liased with the RSPCA,in light of the above. So why was the new rule necessary in the first place?

Because they threw one after the press coverage at Liverpool. No More Aerial shots of the Bleedin race please

over the years, the BBC have single handedly had the most effect in racing's demise imo !

unbiased...don't venture into journalism will you?
your original posting might pass GCSE (nowadays!) but was poor english and wasn't 'proof-read' obviously.
you can do better, hopefully!
as for the statement he (Muir) has no axe to grind, stated thus from 'day one!'

Who is paying David Muir? I wonder if someone else from the RSPCA might see things very differently - if the whip causes pain it is clearly a welfare issue. Bottom line is you don't need to hit a horse to ride a race - that is what you would expect an RSPCA spokesman to say - I find Muir's comments somewhat mystifying.

RSPCA: a cautious welcome to the BHA’s new whip rules

Tuesday, 27 September 2011 4:12 PM

The RSPCA has cautiously welcomed the British Horseracing Authority (BHA)’s new rules, published today (Tuesday), which are intended to limit whip-use and greatly increase penalties for jockeys who break the rules.

These measures were included in recommendations made by the RSPCA in its submission to the BHA’s review of the whip, which was announced in April 2011 following concerns about jockeys’ use of the whip during the Grand National.

Increased punishments

RSPCA equine consultant David Muir said: “We need to examine the report in detail, but at first sight it would appear the BHA has made some positive changes to which we give a cautious welcome; we will be monitoring their implementation to see if they have made a real difference to horse welfare.

“Five of the six key recommendations the RSPCA made to the BHA have been introduced, including a substantial reduction in the number of times jockeys can use the whip during a race. However, we are disappointed that the BHA has not changed the rules to prevent the use of the whip in the forehand.

“Also key are the changes to punishments jockeys receive if they break the rules, including much longer suspensions which increase with repeat offences, forfeiture of prize money, and possible licensing implications. We hope these changes will mean that the few jockeys who have misused the whip will think twice in future.”

Jockeys must respect rules

Mr Muir added: “I sincerely hope that from now on jockeys will stay within the rules and keep their use of the whip to a minimum. Otherwise they are setting a bad example and making the sport of horseracing appear cruel. We will closely monitor the effects of this review and continue to work actively with the BHA for better racehorse welfare.”

Alternatively, jockeys could just threaten to strike and force the BHA into a partial climb-down.

I have wondered what the BHA really did in all the time they were researching the use of the whip. They say they liased with the jockeys but then the jockey are up in arms and say they were not consulted. They have not properly liased with the RSPCA.

The BHA should be there to stick up for racing.

If there really was an issue about the use of the whip before all this, which is doubtful, they should have run a campaign in which they prove the whip is not cruel or harmful to horses (with the assistance of the likes of the RSPCA who verify the padded whip is not cruel and is a MAJOR step forward).

Educate the public about the whip in a positive way and at the same time advertise racing, showing what a great family day out a trip to your local race course can be. I went to Doncaster several times as a kid and I still remember it now.

Why they have turned a non issue into an issue is beyond me. I mean was the racing press full of "ban the whip" they are harming horses it is barbaric? Well if it was I missed it.

Sack the lot of them. Not fit for purpose. Harming racing not supporting and helping them. The average jockey makes £12 000 a year it seems. It is a wonder there are jockeys. They clearly love racing and horses to do it for this pitiful amount.

Shame on the BHA.

Id have a bit more respect for the RSPCA if they said the following

"We had to be seen to throw a fit over Racing after the Press went Radio Rental on the Sunday following The National, otherwise we.d have looked if we were racing's Patsys"

We know that all this dressing up the Race hasn't made a jot of difference but ffs who let the clot on the Beeb loose with Aerial shots, can't they get the staff these days"Plain
