in a consumer unit when all the breakers are switched off and the rcd is still tripping when you switch the main switch on what does this mean?

can only guess not being there is there any smell off burning if not the fault may be on the main cb or there could be an earth fault afraid best bet to get it checked out but without seeing cant be more certain.

Further to what dod has posted - you could have a fault on a Neutral or even have a faulty RCD

Have you unplugged everything around the house and then tested it?

Is you house wiring extended to a shed or garage - if the answer is yes - try disconnecting the shed or garage main cable from you house wiring and test again

It's a process of elimination - Take care, electricity kills, do not touch any wiring etc while the mains is switched on, if you are not sure about what you are doing - dont do it

Call an electrician - I hope you get it sorted out soon

inono is correct, unplug everything and try resetting RCD,if you have an older type consumer unit with 1 RCD controlling all the circuits, the fault could lie in a lighting or heating circuit and they would have to be disconnected in the consumer unit.
