This is 2011,seaside. Public Perception is the b-all and end-all of policy making in all aspects of our society (unless, of course, it conflicts with business interests in which case a serious attempt is made to change public perception).
How did the stewards come to the conclusion that Hughes'6th hit was not,as he claims,a corrective use of the whip to avoid bumping the other horse? (which is still allowed under the new rules).Basically they've called him a liar! The jockeys are in a 'damned if you do and damned if you don't situation. If a jockey is called onto the carpet for allowing his horse to drift,arguing that he had used up his whip quota won't wash,because they will say he could still have used the whip,within the rules,for corrective purposes. It's a flaming dog's breakfast!! |
