Who are these people that come up with these rules
Have they ever sat on a horse ?
They seem to think that all horses are the same.
When I use to go to a riding school many years ago there were some horses that would run like the wind for you without you doing nothing.
Other horses would not move a yard if you did not give them a flick with the whip.
Seems to me that some jocks are going to say no thanks to these sort of horses.
What is going to happen when the jock has had his seven or eight hits then then horse starts to hang and will be putting another jock over the rail ?

It's going to happen one day for sure.
Jocks should come out on strike and say you ride the horses.
I would put a few shillings in the pot for them.

This is 2011,seaside. Public Perception is the b-all and end-all of policy making in all aspects of our society (unless, of course, it conflicts with business interests in which case a serious attempt is made to change public perception).
How did the stewards come to the conclusion that Hughes'6th hit was not,as he claims,a corrective use of the whip to avoid bumping the other horse? (which is still allowed under the new rules).Basically they've called him a liar!
The jockeys are in a 'damned if you do and damned if you don't situation. If a jockey is called onto the carpet for allowing his horse to drift,arguing that he had used up his whip quota won't wash,because they will say he could still have used the whip,within the rules,for corrective purposes.  It's a flaming dog's breakfast!!
