What would happen if a foreign jockey came here for just one ride in a big race and broke the whip restrictions rule, would his ban be implemented in his country on return?

If not, I can see problems at the Cheltenham festival with Irish jockeys coming over here not used to the rules and not overly caring about the penalties, I'm sure the owners would see them right for their supposed loss of earnings.

Another reason for bringing in disqualification ASAP

a jockeys regard for the restrictions will be proportional to (a) the importance of the win and (b) the rides he will miss during his ban, in the case of (b) a jockey based in Ireland only over here for the Cheltenham Festival won't miss any rides and will be happily riding in Ireland during his ban period as Fallon did during his UK ban

A jockey's view will be proportional to the orders given by the owner and trainer (and their preparedness to compensate him / her) imo.

Fallon wasn`t exactly banned under the rules of racing at the time he was able to ride in other jurisdictions. His cocaine ban was worldwide.
