With the whip rule now in place surely its gonna be a layers paradise out there. How many horses are gonna come up short without the extra 1/2 cracks.

Almost every winner today shortened in the betting. The new rules didn't result in a glut of winning outsiders.

It shouldn't have to be like this.  Cheats will still be rewarded which fundamentally undermines the new rules.  Disqualifying the horse is the only way to resolve whip abuse.  Tomorrows headlines will be all about the two 'cruel' jockeys who continued to break the rules, if the horses had been disqualified on the other hand you wouldn't have heard a peep about it imo.

Disqualifying horses would be a disaster as Onlooker has said elsewhere. Banning the whip is the only way to resolve the whip issue.
