Noticed in commentary that the commentator said "they take the first of the regulation fences having already taken a few flights. What is a regulation fence please ??

Yes, the Irish call them "Regulation". Meaning at least two have to be taken in a race. But a lot of regulations are filled in with a inviting filling of spruce, but by jaysis if you get dem wrong loike....
