Is it possible for a 2yr old not to train on as a 3yr old, but will improve vastly as a 4yr old ?

Horses are more developed at 4 and 5 yrs, look at the older ones Stoute keeps in training,
and look at Cigar as a 5-y-o, rushing a young horse before they show their true potential over here, and  the poor thing is more likely to be jumping hurdles at Newton Abbot as a 5-y-o.

I agree totally . Timepiece may need another year to show her true form but H Cecil seems to think otherwise ?
