The rail is electrified to prevent bunching, but is switched off 2 f out, so as not to impede tired horses that hang!. :^0

it's that situation where the jockey has got the horse into an impossible position and then, to make a show of it, he switches from the rail to the outside and so is running on at the finish, job done

so are we to assume he moved off the rail to take advantage of a gap, or the jockey couldn't keep him straight?
