If it was a 'hack canter'to half way why didn't their other animal pick the pace up? Isn't that what they do?

trouble with having such a small yard is o'brien couldn't get a pacemaker in the race.
Seriously, and I must point out i'm no expert, that is what they do. Their planning is usually meticulous so did the other horse just not do what it should or were there other mitigating circumstances?
