Say there is an 8 runner novice hurdle with an odds on shot and you see an bit of each way value and back a 5/1 shot e/w 3 places. Then there is a non runner (a very rare occurence!!!).
If your win stake is subjected to a rule 4 depending on the price of the horse withdrawn why cant your place bet just be subjected to some kind of a rule 4 and keep the 3 places? Maybe i am missing something completely obvious why this cant be done and apologies if i am...
Nothing frustrates punters more than a late withdrawal in a race like this (cutting it to 2 places) for some flimsy reason like a horse didnt fancy finishing a bit of stale hay left in a feeder..

I supposethe answer is tied up in the "some kind of rule 4" bit. Coming up with the right kind, that would be fair to both sides, in all situations, is too hard.
betfair still pay 3 places and so does the tote if they've already started taking tote bets for the race.
bookies probably make a lot more money out of removing a placed horse than in paying places with a rule 4.
besides whole new rule 4 formula would be needed for place odds.
