Should they be banned? if a horse cannot behave itself without them should they just not be allowed to run.

If a horse won't go into the stalls without a blindfold, it shouldn't be allowed to run imo.

Should also be banned for integrity reasons - jockeys "forgetting" to remove them / being late to remove them.
