can someone tell me who lays these horses that drift from 18s out to 30s seconds before the off then the horse comes out slowly out of the stalls. time and time again i see horses drifting in the market rapidly and then falling slowly out the blocks with no chance of winning

Someone sitting next to a computer who is an untraceable link to the Owner/trainer/jockey.
Has something to do with the time delay I'd imagine.
