If a horse wins a race between now and the national does it carry a penalty? im sure i heard it the other day they did not

It used to be unique in racing that once the weights were published a horse was not penalised for winning,
but in the last 4 years or so the race which used to be known as THE WHITBREAD GOLD CUP run at Sandown at the end of April, now uses the same format.
