Timeform "Extra" stupid

I know its glory days have long gone, but just who is Timeform employing these days?t This a quote from the latest Timeform Extra Betfair Chase issue:

"Less than half the runners in Haydock's Grand National Trial possess an entry in the Aintree showpiece, the weights for which were published this week, though the majority of those that do will be hoping to PICK UP A PENALTY to see them get into that race"

Really - penalties AFTER the weights are published?????????
