was anyone arrested for stopping the hare when the well backed one was 8 lengths up going down the back and clearly going to win ?

I watched the race and I'm sure one of the dogs came down at the first bend.

Bojangles broke hock but told he was off track when hare was stopped.

so why was the hare stopped with the good thing pulling clear ?
