Apologies for asking such basic question here, but I can't find it in the docs.
Does the in play bet delay affect bet placement, updates, cancellations, or all of them?
Is it still used? I read something in Feb stating it was being reduced, but it doesn't say on what date.

Placement and updates, not cancels.
Still used, though you're right there was a post suggesting it might be dropped (I think for horseracing only) at some point soon.
