I think Betfair have lost most of their Swedish customers (Betfair's own fault, nothing to do with Sweden's gambling laws), but maybe someone find this news article interesting:

Brief summary for those who don't understand Swedish:
The European Commission doesn't approve of Swedish gambling monopoly and refers Sweden's gambling laws to the European Court of Justice. (I've read elsewhere that it on average takes the court two years to rule on cases brought by the Commission.)
Some government minister says that the ongoing gambling inquiry should be sped up, and that he would like to see some sort of licensing system implemented. (It's a newly elected super weak left wing minority government.)
Some other guy who represents the biggest opposition party says that a gambling reform is overdue, and that companies that pay fees and taxes should be allowed to operate in Sweden. He also says that the licensing systems implemented in Denmark and France work well.
Foreign bookmakers can already advertise in Sweden ( but are not allowed to open up any shops), and Swedes are free to bet with foreign bookmakers online.
Fingers crossed that Sweden copy Denmark rather than France (there is a difference you know Mr. politician), and that Betfair in their excitement over getting to pay fees and taxes lower commission to 5% like in Denmark...

The European union hasn´t approved of the Swedish gambling monopoly for many years,in fact,their have been many legal challenges to this in the past decade,the likes of Betsson,Expekt and Unibet have all taken on the Swedish authorities,whilst they have had little success in legal terms they still managed to grow their companies into multi million Euro operations on the back of success in Scandinavia!
