The guy cancels the bets seeing exactly same video as we have(casual users), but his bet reaches the market much faster- its quiet easy to notice.

How to be convinced thats his bets? Easy!
When you start to count the money he cancels- I saw today position covered for 300 000 pounds. Can it be a casual punter then, when sometimes its hard to see anyone with 100? |

Much more likely that someone has access to closer to real-time pictures.

Cancelling bets is instant. The delay is only applied to new bets entering the market.
